Boeing’s $280 Million Charge Puts Air Force One’s 2028 Transition Under Pressure

Boeing disclosed Tuesday, July 28, that it recorded another $280 million loss on the VC-25B Air Force One replacement program during the second quarter of 2026. In its official quarterly results, the company attributed the charge primarily to additional production and certification resources and maintained a 2028 target for the first aircraft’s delivery. The added spending shows that holding the revised schedule now requires more industrial effort, while the transition to the two new presidential aircraft is already four years behind its original 2024 expectation.

The charge contributed to Boeing’s $428 million net loss for the quarter, but the larger issue for the aircraft program is how much work remains between modification and operational delivery. Boeing has not disclosed how the $280 million is divided between production and certification, identified the remaining certification milestones or provided a more precise delivery date within 2028. Those omissions make it difficult to determine whether the new resources primarily address factory execution, testing, approval work or some combination of all three.

A fixed-price contract concentrates the industrial risk

Boeing agreed in 2018 to build two presidential aircraft under a fixed-price agreement initially valued at $3.9 billion. That structure matters because it generally places the financial consequences of overruns on the contractor rather than automatically passing each new charge to the government. The $280 million therefore should not be described as a new taxpayer bill without documentation showing a corresponding contract change.

Fixed-price contracting can give a government customer greater cost predictability, but it can become difficult for the manufacturer when a highly specialized conversion contains uncertain labor, integration and certification demands. A commercial widebody production system is designed around repeatable configurations. The VC-25B effort instead involves only two heavily modified aircraft built to demanding presidential-transport requirements, leaving little opportunity to spread nonrecurring work across a large fleet.

That low-volume structure also changes the meaning of adding resources. More personnel or engineering support can help close work packages and protect a schedule, but late-stage additions do not produce an automatic, proportional acceleration. New staff must be integrated into an established configuration-control, quality and approval system. Work also has to proceed in the proper sequence, particularly where structures, wiring and installed systems interact. Boeing’s defense chief had already indicated that further cost growth was expected as the aircraft moved through final assembly, wiring, structures and certification, with the spending focused on the 2028 target.

Certification is part of production, not an afterthought

For a conversion this extensive, manufacturing completion and certification readiness are closely linked. Installed hardware must match the approved configuration, production records must support conformity, and test results must demonstrate that the finished aircraft meets its requirements. A late discrepancy can therefore create more than a localized repair: it may require engineering review, updated documentation, inspection and repeat testing.

That is why Boeing’s description of additional production and certification resources is significant even without a detailed breakdown. It suggests the schedule challenge is not confined to getting physical work completed inside the aircraft. The company must also assemble the evidence and approvals needed to deliver an operational presidential platform. Boeing says it continues to anticipate first delivery in 2028, but that remains a forward-looking target rather than a completed milestone.

The fleet-transition cost extends beyond Boeing’s accounting

The schedule also affects how long the United States must manage the transition from the existing presidential aircraft. Program delays contributed to the decision to retrofit a Boeing 747 supplied by Qatar’s royal family as a temporary presidential transport. Reports have raised cost, safety and security questions about that bridge effort, but the available official information does not establish its final conversion scope, total cost or equivalence to the VC-25B aircraft. Those points should remain unresolved rather than being treated as settled program outcomes.

Operationally, a temporary aircraft cannot be assessed simply by its airframe model or cabin conversion. Presidential transport depends on an approved aircraft configuration, specialized communications, security provisions, maintenance support, trained personnel and documented operating procedures. Compressing or narrowing a retrofit may change what missions the aircraft can support, but no firm conclusion is possible until the government publishes the configuration, certification basis and service plan.

Boeing’s progress elsewhere including a fourth 737 production line and restored Federal Aviation Administration authority to approve certain 737 Max and 787 aircraft shows that broader factory performance can improve while a specialized defense conversion remains under pressure. The VC-25B has its own contract structure, workforce demands and approval path.

The practical takeaway is that the latest $280 million charge buys an effort to defend the 2028 schedule, not proof that the schedule has been secured. Until Boeing and the Air Force identify major certification milestones and narrow the delivery window, the presidential-fleet transition will remain constrained by the hardest phase of a two-aircraft program: turning extensive modifications into fully approved, supportable operational aircraft.
