Federal Railroad Administration Redirects California Funds in $5.3 Billion Safety Package
The Federal Railroad Administration has awarded $5.3 billion for 41 passenger-rail projects in 23 states, including 43 new Amtrak trainsets, overhauls of 41 locomotives and work at more than 1,000 highway-rail crossings. About $2 billion of the package comes from federal funding canceled for California’s high-speed rail project, shifting capital from one unfinished megaproject toward distributed fleet, track, bridge and crossing work.
The agency announced the awards on August 14 through the National Railroad Partnership Program. Its official project selections show where the money is going, but an award is not the same as a completed upgrade. Individual projects sit at different stages, from planning and right-of-way acquisition to final design and construction.
Equipment takes a large share
The largest defined allocation is $2.05 billion for Amtrak to acquire up to 43 domestically produced trainsets and associated improvements. The equipment is intended to replace legacy vehicles approaching the end of their service lives while providing capacity for additional state-supported service. Nearly 100 suppliers in 31 states are expected to participate in producing the trains.
A separate $140 million award will overhaul as many as 41 Charger locomotives operating on Midwest and Pacific Northwest routes. Overhauling an existing locomotive is a different capital decision from buying a replacement: it can renew major systems and extend useful life without requiring an entirely new fleet, but the documents do not provide completion schedules, final overhaul scopes or future maintenance-performance targets.
Together with a $45.1 million onboard-equipment award, rolling stock and onboard systems account for about $2.24 billion, or roughly 42% of the full package. That distribution matters because fleet renewal can reduce exposure to age-related reliability and parts-support problems, but it does not by itself resolve track bottlenecks, bridge condition or conflicts where roads cross rail lines.
Crossing projects address a direct public risk
The broader program is expected to close more than 30 at-grade crossings and upgrade more than 1,000. At these locations, trains, automobiles, cyclists and pedestrians occupy the same physical corridor. Closing a crossing or separating road and rail traffic with a bridge removes that conflict point; warning-system and surface improvements can reduce risk while leaving the crossing in place.
Florida received $356 million for state-of-good-repair work at as many as 910 crossings. North Carolina received $299 million for a program that includes eliminating nine crossings, constructing grade separations, adding double-track segments and supporting trespass prevention. Texas received $189 million to eliminate nine crossings in Fort Worth, Dallas and Terrell, plus $39 million for a grade-separated bridge in Hays County.
The safety stake is measurable, but the benefit remains prospective. Highway-rail crossings nationally experience more than 2,000 incidents and 200 deaths annually. The FRA prioritized crossings with documented histories of at least three incidents or at least two fatal incidents over the previous five years. That selection method directs money toward known risk concentrations, although it does not establish how many incidents the funded work will prevent. Results will depend on designs being completed, matching funds being secured where required, construction proceeding and the new systems being maintained after installation.
Not every award is ready for construction
Approximately $3.08 billion is associated with fixed infrastructure, but only about $2.49 billion went to projects whose federally funded scopes reach construction. Those 27 projects represent 46.7% of the award total. Another $597.6 million supports 11 infrastructure projects still in planning, development, final design or right-of-way acquisition.
This distinction is central to public accountability. Planning and design are necessary engineering phases, especially for grade separations that can require property acquisition, utility relocation, drainage changes and coordination with freight railroads. They are not, however, physical safety improvements already in service. Future progress should be judged through completed designs, construction starts, crossing closures, assets placed into operation and documented reliability or incident outcomes not the award amount alone.
California remains on both sides of the shift
The FRA terminated roughly $4 billion in unspent federal support for California high-speed rail in July 2025 after determining that the state authority could not meet its grant obligations. About $2 billion of the new nationwide package is tied to that canceled funding. California nevertheless receives more than $200 million through the current awards, including $124.4 million for double-track, bridge, pedestrian and crossing work on the LOSSAN Corridor, $43 million for the Cherry Avenue grade separation in Shafter and $33.6 million for crossing improvements in Encinitas.
That combination makes the policy tradeoff more complex than a simple transfer away from one state. The new program distributes benefits among existing Amtrak routes and local safety projects, while California’s high-speed system continues construction in the Central Valley. About 80 miles of guideway and 58 major structures have been completed, and track installation is beginning, but an inspector general has warned of a $9.5 billion funding gap and possible cash exhaustion by late 2027 without new borrowing. Service on the planned 171-mile Merced-to-Bakersfield segment is targeted for around 2033.
Demand also exceeded the available nationwide funding: the FRA received 103 eligible applications requesting more than $11.6 billion. The immediate engineering test is therefore not which program generated the stronger rhetoric, but whether the selected projects progress from grants and designs into maintainable trains, separated crossings and usable track capacity.
