Pentagon Withholds Entire F-35 Oversight Report After 20 Years of Public Scrutiny
The Pentagon has blocked public release of the entire annual review of F-35 production and modernization, ending more than two decades in which these congressionally mandated assessments were publicly available. The Government Accountability Office confirmed on July 15, 2026, that the Defense Department designated the review as Controlled Unclassified Information, preventing the watchdog from releasing any part of it.

The document, titled “F-35 Joint Strike Fighter: Update on Production and Modernization Efforts,” would normally provide an independent account of production, upgrade schedules, costs and program performance. Congress has required annual GAO reviews of the fighter since 2005. Selected lawmakers will receive the latest findings, but not every member of Congress will have access to the complete, unredacted document.
What has disappeared is not simply another Pentagon publication. GAO reviews give Congress and the public a consistent outside measure of whether aircraft deliveries, software-intensive upgrades and sustainment plans are matching the program’s budgets and schedules. The Pentagon manages the aircraft, while GAO evaluates program execution independently. Restricting the full assessment removes one of the few recurring public comparisons between official plans and documented results.
The restriction leaves a large gap, not evidence of wrongdoing
The Controlled Unclassified Information designation does not establish misconduct, nor does it reveal what the 2026 report concluded. The Pentagon’s detailed justification for applying the designation to the complete document has not been made public, and no line-by-line explanation is available. It would therefore be unsupported to infer that the report contains a particular cost increase, production delay or modernization failure.
The confirmed concern is narrower but consequential: no public version exists from which sensitive material has been removed. A redacted release could potentially preserve broad findings, trend data and recommendations while withholding restricted details. Calls for such a version, a detailed justification and a release deadline remain proposals rather than announced Pentagon actions.
The scope matters because production and modernization are tightly connected. The F-35 program is simultaneously buying aircraft, introducing new computing hardware, developing software and preparing power, cooling and engine changes for future capabilities. Delays or cost growth in one area can affect delivery schedules, test capacity, retrofit planning and the configuration of aircraft reaching operational units. Independent reporting helps show whether those moving parts remain synchronized.
Earlier reviews documented the scale of the readiness problem
Previous public GAO work projected lifetime program costs above $2 trillion for a planned U.S. fleet of roughly 2,470 aircraft. A newer Pentagon estimate released after the July restriction placed total lifecycle costs at approximately $1.93 trillion, illustrating how these long-range estimates can change with assumptions about fleet life, flying activity, fuel, personnel and future support. The acquisition estimate alone has risen to roughly $536 billion.
That variability makes access to methods and underlying assumptions especially important. A multidecade lifecycle estimate is not a fixed invoice; it is a model that changes as operating plans, inflation, maintenance demand and modernization requirements evolve. Public oversight allows outside readers to distinguish a genuine efficiency improvement from a change in schedule or operating assumptions.
Earlier GAO reporting also showed that the fleet’s full mission-capable rate the share of aircraft able to perform all assigned missions fell from approximately 38% in fiscal 2021 to about 25% in fiscal 2025. Those figures came from a separate, publicly released sustainment review. They do not disclose anything about the withheld production-and-modernization report, but they demonstrate the kind of performance evidence that public GAO work has supplied.
Readiness data also needs careful interpretation. A full mission-capable rate is not a simple count of aircraft that can fly; it measures whether each aircraft can perform its complete assigned mission set. Even so, a decline to roughly one in four aircraft fully mission capable creates direct questions about spare parts, depot capacity, maintenance planning and whether modernization work is competing with day-to-day fleet support.
Congress already faced a fragmented F-35 funding picture
The restriction arrives as lawmakers are also trying to reconcile F-35 funding spread across different budget tracks. A House Appropriations Committee report said the fiscal 2027 request included $6.9767 billion in discretionary funding for 32 aircraft and $9.8961 billion in mandatory funding for 53 aircraft. Modernization money was similarly divided between the two tracks.
The committee warned that considering only one side would be “unworkable and wasteful” and said the total request needed to be evaluated as a whole for effective oversight and program continuity. That dispute is separate from the decision to withhold the GAO review, but it shows why a common independent account is valuable: fragmented budget presentations can make it harder to determine how many complete aircraft and upgrades are actually funded.
The next meaningful action would be a Pentagon explanation of why the entire report required restriction, followed by a decision on whether a redacted public edition can be produced. Until then, lawmakers outside the selected group and taxpayers financing a program measured in trillions of dollars will have no public 2026 GAO baseline for judging F-35 production and modernization.
