Kenya’s 30-Year-Old Presidential Jet Returns With OneWeb Internet, Cost Undisclosed
Kenya’s 30-year-old presidential Fokker 70 is returning to duty after a year-long overhaul added new aircraft systems, a refurbished interior and OneWeb satellite internet. The work restores a dedicated presidential transport after its absence forced the government to use military, commercial and privately chartered aircraft, but the upgrade’s classified cost makes the claimed public savings difficult to assess.

The Kenya Air Force aircraft, registration KAF308 and commonly called Harambee One, completed deep maintenance at Fokker Services Group’s Woensdrecht facility in the Netherlands. It returned to Kenya in August and is preparing to resume presidential duties at Moi Air Base, according to a September 2 account of the completed overhaul.
A connectivity retrofit inside a broader maintenance program
The most visible technology change is Gogo Galileo FDX connectivity, which links the aircraft to Eutelsat OneWeb’s low-Earth-orbit satellite network. The reported installation uses a dual-array, electronically steered antenna that can transmit and receive simultaneously. Supplier specifications cite maximum rates of up to 195 megabits per second for downloads and 32 megabits per second for uploads.
Those figures describe the system’s stated ceiling, not a guaranteed speed on every flight. Actual performance can depend on service coverage, network demand, aircraft orientation and the selected service arrangement. Claims that the installation supports encrypted communications and secure video conferences also come from descriptions of the system; no independent technical documentation has been provided for Harambee One’s specific security configuration.
The antenna is only one element of the job. Fokker Services Group described an extensive hangar visit involving deep maintenance, interior work and aircraft-system upgrades. That distinction matters because a year on the ground cannot be explained as a simple internet installation. The maintenance package was intended to return an aging airframe to useful service while updating the onboard environment for government travel.
The publicly available details do not identify the approval basis for fitting Galileo FDX to this particular Fokker 70, nor do they separate the connectivity work from the maintenance and interior portions of the schedule. Airbus reported European certification of the same FDX solution for its ACJ320 and ACJ320neo aircraft in May 2026, but an approval for those Airbus models does not by itself establish the certification scope applied to a Fokker 70 installation.
Keeping an old aircraft flying shifts costs rather than eliminating them
KAF308 was delivered in December 1995 and is among the last Fokker 70s built. The regional jet was originally designed for about 70 passengers but was converted to a 26-seat VIP layout. It has transported four Kenyan presidents over three decades.
Aircraft age alone does not determine airworthiness. Structural condition, utilization, inspection results, maintenance compliance and access to approved technical support are more consequential. Fokker Services Group characterized KAF308 as well preserved, and completion of a deep-maintenance visit supports its immediate return. It does not remove the central sustainment constraint: Fokker stopped producing aircraft in the 1990s, and replacement parts for the discontinued Fokker 70 have reportedly become harder to source.
That can make continued operation economical in the near term while creating a less predictable long-term support burden. Specialized maintenance providers, repairable components and a shrinking parts pool become increasingly important as a fleet type ages. New cabin connectivity also does not modernize the underlying airframe, propulsion system or every legacy aircraft system.
The missing cost prevents a full comparison
Harambee One had been unavailable since August 2025. Presidential travel during the absence used Kenya Air Force cargo aircraft, Kenya Airways flights and private executive jets. Flight-tracking data cited in Kenyan reporting associated an Empire Aviation Group Boeing Business Jet 2 with trips to South Africa, Azerbaijan and Kazakhstan, while a Skymark Executive Gulfstream GV was used for an event in Ethiopia.
Those charters drew scrutiny, but no complete accounting has been disclosed. Assigning a total charter bill would therefore go beyond the available figures. The same limitation applies to the overhaul: its exact cost remains classified, preventing a direct comparison among refurbishment, interim chartering and aircraft replacement.
A replacement is not yet settled. Defence Cabinet Secretary Soipan Tuya indicated in late 2025 that Kenya could acquire a new presidential aircraft within two years, subject to budget allocations. That was a conditional possibility, not an approved purchase. For now, the year-long overhaul gives Kenya back its dedicated presidential transport and a substantially newer communications system, while leaving the hardest fleet-planning question intact: how long scarce parts and specialized support can keep a 1995 Fokker 70 practical.
