Saudi Petroline Could Restore Some Oil Flow Within Days, Repairs Take Weeks

Saudi Arabia’s Petroline could begin moving oil again within days, but reopening the pipeline will not necessarily mean restoring its full capacity. U.S. Energy Secretary Chris Wright said on September 14 that operations were expected to resume within days following a precautionary shutdown, while regional officials briefed on the damage said repairs could take three to five weeks.

That gap between restart and repair is the central operational issue. A partial return would reopen an important route around the Strait of Hormuz, but its immediate value will depend on the initial flow rate, how reliably that rate can be sustained and whether additional sections must remain isolated while work continues.

Petroline, formally the East-West Pipeline, runs approximately 1,200 kilometers, or 745 miles, from oil-producing areas near the Persian Gulf to the Red Sea port of Yanbu. It gives Saudi Arabia a way to move crude to western export facilities without sending tankers through the Strait of Hormuz, the narrow waterway that carries roughly 20% of the world’s petroleum on a typical day.

The pipeline was shut as a precaution after a drone attack reportedly struck pumping facilities around September 10 and 11. Saudi authorities were assessing the damage. The attack has been attributed to Iranian-backed militias, but that attribution has not been independently confirmed. The relevant confirmed development for oil logistics is the shutdown and the subsequent forecast that at least some operations could resume before all repairs are finished.

A restart is not a single capacity threshold

Large pipeline systems can return in stages rather than moving directly from zero flow to their design limit. Sections unaffected by damage may be available while other equipment remains isolated, inspected or repaired. A public announcement that Petroline is operating therefore would establish that oil is moving again, but not how much export capacity has been recovered.

Petroline has a maximum design capacity of 7 million barrels per day. Estimates of its actual flow before the shutdown ranged from 2.6 million to 5 million barrels per day, meaning it was not necessarily operating at its nameplate limit before the interruption. Saudi crude exports typically total about 6 million to 7 million barrels per day, depending on production quotas and market conditions.

Those figures show why the first confirmed throughput number matters more than the word “restart.” Even a reduced flow could restore a substantial overland link to Yanbu and ease the immediate loss of routing flexibility. But a low initial rate would leave a significant difference between nominal pipeline availability and the amount of crude that can actually reach Red Sea storage and loading facilities.

Capacity also must be considered as a complete logistics chain. The pipeline’s 7-million-barrel-per-day design figure describes the line itself, not a guarantee that every downstream terminal, storage system and marine-loading operation can handle that volume continuously. Restarting Petroline restores one critical connection, but export performance still depends on the rest of the route operating in coordination.

An earlier recovery offers context, not certainty

A separate attack in April 2026 reportedly reduced Petroline output by about 700,000 barrels per day, with full capacity restored within days. That episode demonstrates that the system has previously recovered quickly from a disruption, but it does not establish the condition of the equipment affected in September or prove that the current repair process will follow the same schedule.

The latest estimates indicate a more extended distinction between partial service and full restoration. Officials cited by AP said the pipeline might operate partially during repairs but could not specify how much oil would pass through it. That uncertainty prevents a firm assessment of how much Saudi export flexibility will return during the first stage.

Three milestones will define the recovery: the first verified resumption of flow, disclosure or confirmation of the initial daily throughput, and completion of repairs allowing stable operation. Wright’s forecast puts the first milestone within days. The second remains unanswered, while the third may still be several weeks away.
