Golden Dome Cost Estimates Span $185 Billion to $1.2 Trillion

Golden Dome for America now carries two official cost figures with markedly different boundaries: $185 billion through delivery in 2035 and $1.2 trillion to develop, deploy and operate a notional system over 20 years. An Aug. 19 Congressional Research Service report puts those numbers alongside new reporting requirements intended to give Congress a clearer view of the planned homeland air and missile defense system.

The estimates should not be read as competing prices for an identical product. Space Force Gen. Michael A. Guetlein, who leads the Golden Dome program office, testified to the $185 billion figure through delivery in 2035. The Congressional Budget Office’s $1.2 trillion estimate covers a longer period and includes development, deployment and operation. CBO also modeled a notional architecture based on the capabilities directed for Golden Dome rather than the Pentagon’s still-undisclosed final configuration.

Different estimates begin with different systems

That distinction is central to the cost gap. The Pentagon describes Golden Dome as a “system of systems,” meaning its price will depend on which sensors, command-and-control networks, interceptors and supporting infrastructure are included and in what quantities. Without a common architecture, schedule and operating period, the two top-line figures cannot support a direct cost comparison.

CBO constructed an architecture from the January 2025 executive order that initiated the program, using existing technologies as a basis where practical. Guetlein has rejected that model as an estimate of what his office is actually building, arguing that Golden Dome will use a different architecture and next-generation technology. Both positions can be true: CBO can estimate the broader directed mission while the Pentagon develops a different configuration. What remains missing publicly is enough documentation to calculate how those configurations and assumptions diverge.

This is more than an accounting problem. Architecture determines manufacturing demand, personnel requirements and long-term maintenance. A design that draws heavily on existing Army equipment could create additional demand for interceptors, radar systems and trained air-defense personnel already assigned to other missions. A design relying more heavily on new space systems would shift costs toward development, launch, replenishment and orbital operations. Neither pathway is cost-neutral, and the eventual mix will determine which military budgets and industrial suppliers carry the load.

The Army will operate, but not manage, Golden Dome

Golden Dome’s organizational structure separates program development from operational leadership. The Office of Golden Dome for America manages development, with Guetlein reporting directly to the deputy defense secretary. Army Space and Missile Defense Command serves as operational lead in support of U.S. Northern Command.

That arrangement gives the Army a pivotal integration and sustainment role without making it the overall program manager. Joint Task Force-Gold was established under the Army command’s leader in January 2026, while an existing battalion-sized unit has been selected as the Army’s initial contribution for experimentation and testing. The specific unit and the systems it will operate have not been identified publicly.

The distinction matters for accountability. The program office can define and acquire an integrated architecture, but the operational command must turn its components into a supportable defense network. That requires trained personnel, common command-and-control links, test plans and maintenance capacity across systems that may come from several military services and contractors. Delivery of individual hardware does not by itself establish nationwide operational capability.

Congress wants architecture tied to cost and schedule

The fiscal 2026 defense authorization law requires the Defense Department to submit an annual Golden Dome report containing a threat assessment, system architecture, and cost and schedule estimate. Those categories form a basic chain of accountability: the assessed mission determines the architecture, the architecture drives procurement and staffing, and those choices set the schedule and lifecycle cost.

The reporting requirement also gives lawmakers a basis for weighing Golden Dome against other demands on defense funding, including military readiness, modernization and personnel. For taxpayers, the central fairness issue is not simply whether the total is $185 billion or $1.2 trillion. It is whether each figure clearly identifies what capability, operating period and future support obligation the public would be funding.

A separate schedule ambiguity remains. An operational capability has been promised before the end of the current presidential term, while Guetlein’s $185 billion estimate runs through delivery in 2035. The available public material does not explain whether those dates refer to an initial operational increment, a broader fielded network or different stages of the same program.

The next annual Pentagon report therefore has a concrete test: connect a defined architecture to phased capability dates and comparable cost categories. Until that happens, Golden Dome’s $185 billion and $1.2 trillion figures describe different planning frames not a settled price range for one fully specified system.
