ICE Plans Up to $2 Million for Spot Inspection Robots, Not Arrests

That separation between machine and operator is the central mechanism in Immigration and Customs Enforcement’s proposal to spend up to $2 million on Spot robots and accessories: send a remotely controlled sensor platform into a hazardous location before sending officers.

The Department of Homeland Security posted the plan on August 28 in its Acquisition Planning Forecast System. The notice describes a new ICE requirement for inspection, situational awareness, and hazard assessment in dangerous, confined, unstable or difficult-to-access areas. It is a procurement forecast, not confirmation that ICE has bought or deployed the robots. The document also does not state how many units would be acquired.

That distinction matters because Spot is sometimes described broadly as an autonomous robot. In this proposed role, however, DHS specifically calls for a remotely operated capability. An officer would use the robot to extend human observation and decision-making into a location where immediate entry could expose personnel to environmental or physical hazards. Reporting on the plan also says the robots would not make arrests.

A mobile sensor carrier, not a robotic officer

Spot’s four-legged design lets it traverse uneven terrain that can limit wheeled machines. Boston Dynamics offers cameras and sensors that can identify conditions involving gas, radiation and vibration. An extendable arm can interact with objects and open certain doors. The practical value comes from combining mobility, sensing and remote control: the platform can reposition its instruments instead of relying on a fixed camera or requiring a person to carry a detector into the area.

This does not remove people from the control chain. A remote operator must interpret the camera and sensor feeds, decide where the machine should move and determine what the readings mean for personnel. Communication quality, operator training, sensor selection and the robot’s ability to negotiate a particular environment will therefore shape its usefulness. The procurement notice establishes the intended mission, but it does not disclose the accessories ICE wants, the operating controls it would apply or how operators would be trained.

The proposal’s safety case is straightforward: a damaged or immobilized robot can be recovered or replaced, while premature human entry can create a direct personnel risk. DHS says the capability would improve officer safety and support decisions before entry. Spot has already provided this general form of stand-off inspection for the U.S. Secret Service and police departments in Los Angeles and New York. During a 2023 Los Angeles Police Department demonstration, a robot inspected a scene for possible firearms and explosives before officers entered.

Past use does not by itself answer the policy questions surrounding a broader ICE deployment. The affected groups include officers who could gain additional information before entering hazardous spaces, members of the public who may encounter robotic systems during enforcement operations and taxpayers funding equipment whose quantity and configuration remain undisclosed. Assessing whether the potential $2 million is proportionate will require details such as unit count, sensor packages, support costs, maintenance arrangements and expected frequency of use.

The operating boundary needs to be explicit

Boston Dynamics says it does not authorize its robots for use as weapons or autonomous targeting systems. That company policy and the reported no-arrest boundary narrow the stated scope, but they do not substitute for agency-level operating rules. Public accountability will depend on whether ICE specifies who may operate the robots, when they may be sent into a location, how collected information is handled and how compliance with the inspection-only role is reviewed.

ICE’s separate $16.7 million contract for electric shock gloves has drawn criticism from civil-rights groups and some lawmakers, but that controversy is not evidence that Spot would be weaponized or used to arrest people. The robot proposal must be evaluated on its documented function and any operating policy ICE eventually publishes, rather than by transferring claims from a different procurement.

For now, the confirmed plan is narrower than the image of a robotic enforcement agent: ICE wants remotely operated Boston Dynamics machines to inspect risky spaces and relay information before people enter. The unresolved issue is whether a future solicitation or award will convert that safety concept into a defined system with a disclosed fleet size, sensor configuration, operating safeguards and deployment schedule or leave the most consequential controls unspecified.
