Starlink Filled Rural Phone Gaps After Spain’s Largest Recorded Wildfire

Starlink-backed phone service filled some rural coverage gaps after Spain’s largest recorded wildfire disrupted terrestrial mobile networks across dozens of communities. MasOrange and Starlink broadened an existing satellite-to-phone pilot to serve affected Movistar and MasOrange customers, turning a limited technical trial into a temporary emergency communications layer.

The expansion followed the Sierra Oeste fire complex in late July 2026, which burned more than 60,000 hectares across Ávila, Madrid and Toledo. Within 48 hours, the companies opened the five-month-old pilot free of charge under an exceptional permit from Spain’s telecoms ministry. The activation was not a nationwide launch: it was a targeted response across the affected provinces.

That distinction matters because the service supplemented damaged or degraded ground networks rather than replacing them. An Ookla analysis of background signal scans found that observed devices on the satellite network rose to roughly 24 times the pre-fire baseline on July 25 and peaked at about 30 times baseline on August 1. Activity remained close to 20 times baseline through August 7, even after the fires were contained.

The geographic pattern provides the strongest evidence that the system was filling communications gaps rather than merely attracting trial users. Verified satellite connections were about seven times more likely in areas where terrestrial service had degraded most. Usage clustered in rural communities along the Sierra de Gredos and Tiétar Valley, while connections were scarce in evacuated towns closest to the fire perimeter.

Terrestrial recovery was visible in the same measurements. The share of degraded areas near the fire perimeter peaked at about 12% on July 26 around four times normal before returning to baseline by August 3. Satellite activity nevertheless stayed elevated for a time, indicating that the backup layer did not disappear the moment average ground-network conditions improved.

A pilot crossed carrier boundaries

The emergency opening also tested an institutional constraint, not just a radio link. MasOrange was Starlink’s Spanish launch partner, but Movistar customers were admitted during the emergency. Movistar SIMs represented about two-fifths of the devices observed attaching to the satellite layer, although Movistar had no commercial relationship with the service a week earlier.

That cross-carrier access is potentially important for disaster resilience. A backup network has less public value if it works only for customers whose carrier happened to arrange the original trial. Spain demonstrated that access could be widened quickly, but it did so through an exceptional government permit. The event therefore does not establish a standing right to emergency roaming over satellite networks or a repeatable nationwide framework.

Coverage is not the same as capacity

Direct-to-device service allows a mobile handset to communicate with a satellite as part of a carrier network. Its practical advantage is geographic reach: orbiting infrastructure can remain available when towers, fiber connections or local power systems are disrupted. The GSMA describes the technology as a supplemental layer for remote areas and outages, while warning that broad satellite beams provide much less capacity in a given area than terrestrial cells.

Spain’s activation fit that operating envelope. It was concentrated in sparsely covered rural areas, and nearly all verified emergency connections appeared in the Sierra Oeste region. Other major Spanish fires during July showed little meaningful satellite activity, reinforcing that this was a focused activation rather than general availability.

The available measurements also leave major consumer questions unanswered. They do not establish exactly which messaging, voice or data functions customers could use, which handsets qualified, whether special enrollment or configuration was required, how much traffic the system carried, or how many people completed useful communications. Strong observed signal levels and successful network registration do not by themselves prove terrestrial-like speed or capacity.

Regulation remains the immediate boundary. Spain converted a five-month-old, single-province pilot into a two-operator emergency service in about a day, but only after the telecoms ministry extended permission beyond the original trial. Whether that model becomes a standing emergency mechanism or remains an exceptional authorization is the next consequential test for satellite-backed mobile resilience.
