Space Force’s $77 Million Satellite Push Hits a Coordination Gap

Commercial satellites have helped the U.S. military monitor Chinese naval movements and identify possible clandestine airstrips in Ecuador. Yet after the Space Force’s Joint Commercial Operations Cell spent nearly $77 million on commercial space services from 2023 through 2025, the Government Accountability Office found that Space Force personnel were not included in a monthly purchasing group positioned to address barriers to wider use.

That disconnect matters because the imagery has already demonstrated value beyond simply adding more pictures. Commercial data can fill surveillance gaps, reduce demand on classified reconnaissance satellites and make intelligence easier to share with foreign governments. GAO recommended that Air Force Secretary Troy Meink increase communication and awareness about the purchasing group. The Defense Department concurred in a June 18 response.

Commercial imagery buys capacity as well as information

In 2024, commercial imagery purchased by the National Reconnaissance Office documented changes in the locations of Chinese aircraft carriers and other ships at Sanya Naval Base and helped analysts identify ship types. Separately, imagery acquired by the Joint Commercial Operations Cell helped U.S. Southern Command identify possible clandestine airstrips in Ecuador. GAO said Ecuador subsequently investigated and disabled airstrips likely used by narcotraffickers.

These examples establish the operational utility without proving that commercial imagery can replace government reconnaissance systems. Jon Ludwigson, GAO’s contracting and national security acquisitions director, described the intended division of labor directly: We’re not going to use commercial data for everything, but if we can use it for some things, it reduces the pressure on the exquisite systems to do things.

That is the central capacity benefit. A classified satellite’s collection time is limited, and using commercial imagery for suitable missions preserves specialized government systems for tasks that require their particular capabilities. Commercial services can also distribute risk across more spacecraft and providers as threats to government space assets grow.

Sharing is another practical advantage. Intelligence collected by highly classified systems may be difficult to pass to a partner without revealing sensitive collection capabilities. Commercial imagery can provide a less restricted visual product for discussions with foreign governments, although the actual sharing rights still depend on the license and contract.

The limiting interface is organizational, not orbital

The Space Force’s problem is therefore not a lack of demonstrated applications. Officials identified licensing costs, perceived restrictions on use and uncertainty about long-term data access as reasons for hesitating to purchase or rely on commercial data. Those are procurement and data-governance issues: who may use an image, how broadly it may be shared, how much continued access costs and whether the information will remain available when a mission needs it.

A government working group meets monthly to coordinate commercial-data purchases, but GAO found that Space Force officials were not included and that information about the group was not widely available. Exclusion does not establish that the nearly $77 million was wasted. It does mean personnel making or supporting purchases may lack a regular channel for comparing terms, identifying overlapping demand and raising recurring licensing concerns.

That coordination becomes more consequential as the market scales. The National Reconnaissance Office’s Electro-Optical Commercial Layer contract, awarded in 2022, has a ceiling of up to $4 billion and covers imagery from Vantor, Planet Labs and BlackSky. The figure is a ceiling rather than an assertion that the full amount has been spent, but it shows the potential size of the government’s commercial-imagery pipeline.

Multi-vendor procurement also creates a tradeoff. More suppliers can reduce dependence on one company and expand available coverage, but each additional provider can introduce different licenses, delivery formats and access conditions. A marketplace simplifies ordering only if buyers also understand what rights accompany the data and whether those rights fit the intended mission.

The Space Force is addressing analogous technical-integration problems elsewhere. In August 2026, Space Systems Command announced a multi-vendor Space Data Network effort built around standardized interfaces and on-orbit testing. That communications project is separate from commercial imagery purchasing, but the design principle is relevant: adding vendors does not automatically create an integrated capability. Common interfaces must exist, whether the interface is a physical data link or a repeatable set of purchasing and licensing rules.

GAO’s recommendation is narrower than a new satellite program. It calls for better communication and awareness so Space Force personnel can participate in the existing purchasing-coordination process. The Defense Department has agreed with that recommendation, but the decisive milestone will be whether participation turns demonstrated imagery value into predictable access, usable licenses and less duplication across military buyers.
