Russia Allows Lower-Grade Fuel Sales Despite Risks to Modern Cars

Russia is responding to fuel shortages by accepting a new risk at the pump: gasoline and diesel with lower environmental classifications can now be sold at retail stations, even though some of those fuels may harm modern cars. The temporary policy increases the pool of fuel available to motorists, but it also shifts more responsibility onto drivers to identify what they are buying.

Under a government decree effective September 1, stations may sell Euro-2, Euro-3 and Euro-4 gasoline and diesel through June 30, 2027. The Russian Energy Ministry said the measure is intended to stabilize supplies and reduce the risk of particular fuel types becoming scarce. Retailers must provide customers with full information about each fuel’s environmental class.

The decree expands an earlier supply measure introduced in early August. Refineries had already been permitted to import lower-environmental-class fuel and deliver it under domestic contracts, but that fuel could not be sold at filling stations. The new rule removes that retail barrier for the specified grades and period.

Disclosure does not establish vehicle compatibility

The important distinction for motorists is between knowing a fuel’s classification and knowing whether it is suitable for a particular vehicle. A station’s disclosure can help a customer distinguish Euro-2, Euro-3 or Euro-4 fuel from a higher-class product, but the label alone does not establish compatibility with every engine or emissions system.

Euro-2 and Euro-3 gasoline and diesel contain elevated concentrations of sulfur and other harmful impurities, according to the available description of the policy’s consequences. Those fuels can damage modern cars and produce greater environmental harm. However, no component-by-component damage mechanism, exposure threshold or repair probability has been established here. The same information also does not provide separate technical characteristics for Euro-4 fuel, so the three newly authorized classes should not be treated as technically identical.

That uncertainty matters because fuel compatibility is a systems question rather than a simple choice between whether an engine will run or not. Vehicle age, its approved fuel specification and the characteristics of the product being dispensed all affect the decision. The decree creates a disclosure requirement, but it does not provide motorists with a vehicle-specific compatibility determination at the pump.

Availability improves only if drivers can use what is offered

From a supply-policy perspective, allowing more classifications into retail channels increases the number of products that can legally reach filling stations. It does not, by itself, establish how much shortage relief the measure will provide. Availability also has a practical boundary: fuel that a driver considers unsuitable for a modern vehicle may be physically present at a station without being a useful substitute for the preferred grade.

This creates unequal consequences across the vehicle fleet. Owners whose vehicles can accept an available lower-class product may benefit directly from broader access. Owners of vehicles requiring a higher fuel standard could face a narrower effective supply, even when a station technically has gasoline or diesel for sale. The burden of interpreting the environmental-class notice also falls most heavily on motorists who do not have immediate access to clear vehicle guidance.

The retail decree is one part of a wider effort to keep domestic fuel available. Russia has also extended restrictions on exports of diesel and certain related products, with the government describing that action as necessary to maintain stability in the domestic market, according to the August 29 decree announcement. Together, the measures prioritize near-term domestic access through both supply retention and relaxed product restrictions.

The policy therefore does not eliminate the shortage-versus-quality tradeoff; it formalizes it. Stations gain temporary authority to sell a broader range of fuel, while motorists must navigate distinctions that can carry consequences for modern vehicles and emissions. Unless more detailed compatibility guidance accompanies the required labels, the decisive information at the pump will remain the environmental class and drivers will still need to determine what that class means for their own car.
