Britain Shifts Military Traffic to Starshield as £29.5 Million Spend Emerges
Britain is moving more operational military communications from Starlink to SpaceX’s specialized Starshield service, accepting substantially higher service prices for military encryption, contractual terms and network priority. The UK Ministry of Defence has disclosed approximately £29.5 million in combined spending: about £13 million on Starshield terminals and airtime and £16.5 million on Starlink.
The ministry has roughly 1,000 Starshield terminals and 500 Starlink terminals, according to the spending disclosures reported September 10. That makes Britain the first country outside the United States to publicly acknowledge adopting Starshield for military and intelligence missions.
The price difference buys more than data
A Starshield plan with five terabytes of data costs £5,500 per month in Britain, while unlimited data costs £25,000 per month. A UK Starlink business plan, by comparison, offers two terabytes of global data for £1,830 per month. Those packages do not provide a perfect cost-per-terabyte comparison because their service conditions and intended users differ, but they establish the size of the premium confronting public buyers.
The distinction is not primarily about using a different fleet in orbit. In Britain, Starlink and Starshield rely on the same SpaceX satellite constellation, ground stations and terrestrial infrastructure. Starshield instead adds dedicated user terminals and separate ground-based network gateways. The ministry also identifies enhanced encryption, military-specific terms of service, the highest level of network prioritization, flexible licensing and expanded coverage as reasons for using the military product.
That combination turns Starshield into a service-assurance purchase rather than simply a more expensive internet plan. Priority matters when network demand is high, while military-specific terms determine whether the service can be used for operational communications at all. Encryption, licensing and coverage provisions likewise affect whether equipment can be approved and supported for government use across different locations.
SpaceX’s separation of the two products helped drive the transition. Britain began using Starlink in mid-2022 and started using Starshield airtime with existing Starlink terminals in 2024. The ministry subsequently purchased dedicated Starshield terminals after SpaceX required Starlink use to be restricted to morale, welfare, recreation and training. Starshield therefore buys not only technical features but explicit permission and support for a different class of government traffic.
Terminal scale makes recurring charges important
The disclosed £29.5 million covers hardware and service spending across 1,500 terminals, not a single uniform equipment purchase. A person familiar with the procurement estimated that individual Starshield terminals cost between £4,000 and £7,000, but that range is not an official ministry price.
For a fleet this large, airtime plans and contract structure can matter as much as terminal acquisition costs. The £25,000 unlimited plan is more than 13 times the monthly price of the cited £1,830 Starlink business package, although the packages provide different data allowances and protections. Actual fleet cost will depend on which plans are assigned, for how long and to how many terminals details not included in the disclosed totals.
The tradeoff for defence users is speed of access versus supplier concentration. SpaceX already operates the underlying low-Earth-orbit network, allowing Britain to add portable connectivity without first building and launching an equivalent constellation. But the dedicated terminals, gateways and service terms also tie an expanding portion of military communications to infrastructure and commercial conditions controlled by one US supplier.
That does not mean Starshield replaces every sovereign or European communications asset. Britain continues to operate its Skynet military satellite network and holds a stake in France-based Eutelsat, operator of the OneWeb low-Earth-orbit constellation. Eutelsat has also announced plans to procure 229 additional OneWeb satellites from Airbus, part of a longer effort to maintain and expand an alternative network.
Those systems give Britain options, but they do not erase the immediate value of a mature commercial constellation with available terminals and service. The public-cost question is consequently not whether Starshield is merely expensive compared with consumer-oriented Starlink. It is whether the added encryption, priority, licensing, coverage and operational terms justify that premium and how Britain preserves alternatives while relying on them.
The disclosed fleet shows that this is no longer a limited trial: Britain now reports twice as many Starshield terminals as Starlink terminals, with operational traffic continuing to move toward the more expensive military service.
